| Some local ocean plunges cancelled, while others move ahead "The cold wind chills will cause frostbite in as little as 30 minutes to exposed skin," the weather service warns. "Expect wind chills to range from 5 below zero to 20 below zero." As a result, some New Year's Day ocean plunges have been cancelled, including one in Jamestown and another in Fall River.
